A convenience store with gas sales and car wash is proposed to be rezoned to Highway Commercial Conditional District at the corner of two major thoroughfares (Hambright Road and Statesville Road). The project includes three modification requests: allowing side-yard parking to occupy 68% of the principal frontage (exceeding the standard 45%), permitting a driveway to encroach laterally into a 30-foot buffer, and allowing the dumpster to be located within the sideyard. Staff recommends approval with conditions, contingent on defining the street-facing activation plan, addressing all TIA recommendations, and revising schematic notes to staff-approved language.
